Minnesota Housing – Start Up

This first-time homebuyer program is meant to promote affordable interest rates and help homeowners better tackle their down payments and closing costs. Qualified first-time homebuyers must have a credit score of at least 640, they must meet certain income limits and must be able to obtain a mortgage from a lender. Borrowers must also attend a homebuyer education course.

Minnesota Housing – Step Up

This is a loan can be used for home purchase or to help homeowners refinance. The loan is meant to promote affordable interest rates in the state of Minnesota. The monthly payment portion of this Minnesota Housing program is available to help buyers afford closing costs and the down payment of a home purchase. The loan allows borrowers to reduce or eliminate mortgage insurance costs. Qualified borrowers need to have a credit score of at least 640, they must meet program income limits and in some cases, borrowers must attend homebuyer education courses.

Minnesota Housing – Deferred Payment Loan

This loan is meant for first-time homebuyers to help ease the cost of home ownership. There are two loan options, a deferred payment loan and a plus loan. The deferred payment loan starts at $5,000 and up to $7,500. The maximum for the plus loan is higher, up to $10,000 for those borrowers who fit target criteria. Minimum credit score for qualified borrowers is 640. The borrowers must also attend a homebuyer education course. The loan term is equal to the first mortgage and has 0% interest – the loan is repaid when the property is sold, no longer the homestead of the homeowners or the loan is refinanced.

Minnesota Housing – Monthly Payment Loan

This program is designed to help Minnesota homebuyers afford the costs of purchasing a home. Minnesota Housing has a monthly payment loan to help with 5% of the purchase price or $5,000, whichever is greater, to be put towards closing costs and the down payment. Borrowers need to get a Minnesota Housing first mortgage loan as well, which is either a Start Up (first-time homebuyers), Step Up (refinancing), or MCC (mortgage credit certificate). The ten-year loan term comes with monthly payments with an interest rate equal to first mortgage rate. Qualified borrowers need a minimum 640 credit score and must meet program income limits. Borrowers also need to attend a homebuyer education course.

Minnesota Housing – Mortgage Credit Certificate

This program was designed to help Minnesota homeowners better afford their mortgages. This Mortgage Credit Certificate allows homeowners to claim 35% of their mortgage interest paid every year as a federal income tax credit this can provide households with up to $2,000 in tax savings. This certificate can used in conjunction with a Minnesota Housing mortgage, as well as the Monthly Payment Loan which helps with the home down payment and closing costs. This program is geared towards first-time homebuyers (not owned a home in at least three years and not displaced by divorce). The certificate has many qualifications like: borrowers must qualify for a mortgage on a house, meet the income limits of the program, plan to have the property as their primary residence and hold a federal income tax liability.

NCBTMB and FSMTB have reached an Agreement. NCBTMB will no longer accept applications to utilize their Licensing exams effective November 1, 2014 for completion February 1, 2015. The MBLEx will be the sole licensing exam for the Massage Profession, this will facilitate portability and standardization for Massage Therapists.

The legislature is working on Statute 146A for governmental influence on licensing for massage. If you are an Acupuncturist you have the ability to perform the Massage modalities that were included in your training. Preretirement Workshop scheduled for Aug. 18 in St. Paul

Due to popular demand, we ve added a Preretirement Workshop for Friday, Aug. 18 at the Retirement Systems Building of Minnesota, 60 Empire Drive, Room 106, St. Paul.

Preretirement Workshops are designed for members who are within about five years of retirement. These large group programs give you a broad perspective on retirement by looking at more than just your PERA pension. They also address Social Security and Medicare benefits, health insurance, financial and estate planning, and other retirement-related issues.

Workshops are scheduled from 9 a.m. to 4:00 p.m. PERA invites couples as well as individual members to attend, but you must register in advance workshops fill up quickly. Because these are group presentations, there is no time available for individual counseling.

Governor Vetoes Bill Containing Pension Reforms

Governor Mark Dayton vetoed Special Session S.F. 3 on Tuesday, May 30, 2017. The bill contained the contents of the 2017 Omnibus Retirement Bill (Regular Session S.F. 545) passed by the Legislative Commission on Pensions and Retirement (LCPR) and the Minnesota Senate during Regular Session. This bill also contained other labor-related provisions found by Governor Dayton to be veto-worthy. Most notably for PERA, the vetoed bill included a lower investment return assumption of 7.5 percent, benefit reforms for the Police Fire Plan, and numerous administrative modifications.

PERA Board of Trustees names Board Vice President

The PERA Board of Trustees voted unanimously at their April 13 meeting to name Ross Arneson as Vice President of the Board. Arneson, the elected Retiree and Disabilitant Re presentative, replaces David Metusalem, the elected Police and Fire Representative, who recently retired.

The PERA Board will appoint a person to fill the remainder of the Police and Fire Representative position which ends in January 2019. Information on how to apply for the position will be announced in the June newsletter and on our website.

In fiscal year 2016, nearly 200,000 Minnesotans received a benefit from one of the public pension plans in our state, totaling over $4 billion. Spending by benefit recipients provides a steady economic stimulus to Minnesota communities and the state economy. One person’s spending becomes another person’s income, creating a multiplier effect.
