The Environmental Workplace Giving Program

Illinois is by far the most nuclear state in the United States. We have been plagued by a series of firsts and mosts.

In December 1942, under the stands of Stagg Field at the University of Chicago, Enrico Fermi and Leo Szilard initiated the first atomic chain reaction in history. Thus began the atomic age.
The reactor, Chicago Pile One (CP-1), was later rechristened the CP-2 and moved to nearby Palos Park as part of the Manhattan Project. A second reactor, the CP-3, was also built there. After the war,waste from and parts of both reactors were buried there; the dumpsite area is now part of the Palos Hills forest preserve. Here are pictures of CP-1 and CP-3 .

Illinois was also home to the first commercial power reactor. Unit 1 at Commonwealth Edison’s Dresden Power Station. Subsequent problems forced the permanent shutdown of this unit, thus also making it one of the first commercial power reactors to close prematurely.

ComEd’s two large PWR reactors in Zion, IL also had to close prematurely. They are the second and third large (over 1000 MegaWatt) power reactors to close prematurely .

We also have the first and only commercial storage facility for high level waste, the GE Morris Operation.

Besides the 3 plants which closed prematurely, Illinois currently has eleven operating nukes – far more than any other state. The Dresden Nuclear Power Station is one of the three first sites to apply for a license extension that would let the plant run for much longer that its original design intended. (Incidentally, the NRC has agreed to give ComEd taxpayer money for free to fund this application process! NEIS is not pleased with this turn of events.)

Solar Water Heaters

Solar water heaters come in a wide variety of designs, all including a collector and storage tank, and all using the sun’s thermal energy to heat water. Solar water heaters are typically described according to the type of collector and the circulation system.

At least half of the energy generated by the “qualifying property” must come from the sun. The system must be certified by the Solar Rating and Certification Corporation (SRCC) or a comparable entity endorsed by the government of the state in which the property is installed.

Note: The credit is not available for expenses for swimming pools or hot tubs. The water must be used in the dwelling.

Photovoltaic systems must provide electricity for the residence, and must meet applicable fire and electical code requirements.

Tax Credit includes installation costs.

Median Installed Price of Solar in the United States Fell by 5-12% in 2015

Berkeley, CA — Solar energy system pricing is at an all-time low, according to the latest editions of two recurring “state of the market” reports released today by the Department of Energy’s Lawrence Berkeley National Laboratory (Berkeley Lab).

Within the market for distributed solar photovoltaic (PV) systems, installed prices in 2015 declined by $0.20-per-watt (W) or 5% year-over-year for residential systems, by $0.30/W (7%) for smaller non-residential systems, and by $0.30/W (9%) for larger non-residential systems. Prices for utility-scale PV systems that came online in 2015 fell by $0.30/W (12%) from the prior year. Preliminary data for the first six months of 2016 suggest that prices have continued to fall within most states and market segments.

These and many other statistics can be found within two new Berkeley Lab reports. Tracking the Sun IX focuses on installed pricing trends in the distributed PV market, including both residential and non-residential sectors. Utility-Scale Solar 2015 focuses on the utility-scale market, describing installed prices, as well as trends related to the design, operating costs, capacity factors, and power purchase agreement (PPA) prices of utility-scale solar projects.

“This marked the sixth consecutive year of significant price reductions for distributed PV systems in the U.S.,” notes Galen Barbose of Berkeley Lab’s Electricity Markets and Policy Group, the lead author of Tracking the Sun. The continued decline is especially noteworthy given the relatively stable price of PV modules since 2012. The report attributes recent system price declines, instead, to reductions in other hardware costs and to solar “soft” costs. The latter includes such things as marketing and customer acquisition, system design, installation labor, and permitting and inspections.

Both reports also highlight the tremendous variability in PV system pricing. For example, among residential systems installed in 2015, 20 percent sold for less than $3.30/W, while another 20 percent sold for more than $5.00/W. As Berkeley Lab’s Naïm Darghouth explains, “This variability reflects a host of factors: differences in system design and component selection, market and regulatory conditions, and installer characteristics, to name a few.”

Utility-scale projects completed in 2015 also vary widely in price, with the cheapest 20 percent priced below $1.60/W, compared to the most expensive 20 percent priced above $2.60/W. Berkeley Lab’s Joachim Seel notes, “Some of the observed price differences between projects can be explained by varying lag times between contract negotiation and project completion, as some of these projects have been under development, or even construction, for several years.”

Within the utility-scale sector, PV project performance—as measured in terms of “capacity factor”—has improved among more recently built projects, driven by advances in both technology and project design. In particular, an increasing number of projects are deploying solar tracking technology to boost performance. In addition, developers have been augmenting the size of projects solar arrays relative to their inverters (resulting in higher inverter loading ratios, or ILRs), as another way to boost output. Finally, over the past few years, projects have, on average, been built at sites with stronger solar resources, as measured by global horizontal irradiance (GHI).

As shown in the figure below, changes in these three parameters have driven mean capacity factors higher by project vintage over the last four years, to nearly 27% among 2014-vintage projects (whose first full operating year was in 2015).

Power purchase agreement (PPA) pricing

Lower installed project costs and higher capacity factors have enabled levelized PPA prices from utility-scale PV projects to fall dramatically over time, by $20-$30/MWh per year on average from 2006 through 2013, with a smaller price decline of

$10/MWh per year evident among PPAs signed in 2014 and 2015. As shown in the figure below, most PPAs in the 2015 sample are priced at or below $50/MWh (levelized, in real 2015 dollars), with a few priced as aggressively as

$30/MWh. According to Berkeley Lab’s Mark Bolinger, Falling PPA prices have enabled the utility-scale market to expand beyond the traditional strongholds of California and the Southwest into up-and-coming regions like Texas, the Southeast, and even the Midwest.”

Looking ahead, the improving economics of solar power demonstrated in these two reports, coupled with the extension of the 30% federal investment tax credit (ITC) through 2019, should drive a continued expansion in all sectors of the U.S. solar market over the next few years.

The National Renewable Energy Laboratory’s (NREL) Renewable Electricity Futures Study (RE Futures) is an initial investigation of the extent to which renewable energy supply can meet the electricity demands of the continental United States over the next several decades. This study explores the implications and challenges of very high renewable electricity generation levels from 30% up to 90%, focusing on 80%, of all U.S. electricity generation in 2050. At such high levels of renewable electricity generation, the unique characteristics of some renewable resources, specifically geographical distribution and variability and uncertainty in output, pose challenges to the operability of the nation’s electric system.

Renewable Electricity Futures Report

Key Findings

  • Renewable electricity generation from technologies that are commercially available today, in combination with a more flexible electric system, is more than adequate to supply 80% of total U.S. electricity generation in 2050 while meeting electricity demand on an hourly basis in every region of the country.
  • Increased electric system flexibility, needed to enable electricity supply and demand balance with high levels of renewable generation, can come from a portfolio of supply- and demand-side options, including flexible conventional generation, grid storage, new transmission, more responsive loads, and changes in power system operations.
  • The abundance and diversity of U.S. renewable energy resources can support multiple combinations of renewable technologies that result in deep reductions in electric sector greenhouse gas emissions and water use.
  • The direct incremental cost associated with high renewable generation is comparable to published cost estimates of other clean energy scenarios. Improvement in the cost and performance of renewable technologies is the most impactful lever for reducing this incremental cost.

RE Futures provides initial answers to important questions about the integration of high penetrations of renewable electricity technologies from a national perspective, focusing on key technical implications. The study explores electricity grid integration using models with unprecedented geographic and time resolution for the contiguous United States to assess whether the U.S. power system can supply electricity to meet customer demand on an hourly basis with high levels of renewable electricity, including variable wind and solar generation.

RE Futures. funded by the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy, is a collaboration with more than 110 contributors from 35 organizations including national laboratories, industry, universities, and non-governmental organizations.

As the most comprehensive analysis of high-penetration renewable electricity of the continental United States to date, the study can inform broader discussion of the evolution of the electric system and electricity markets toward clean systems. RE Futures results indicate that renewable generation could play a more significant role in the U.S. electricity system than previously thought and that further work is warranted to investigate this clean generation pathway.
