You’ve probably heard or seen the ads before. Donate your old car to a charity, and receive a tax deduction in return.

Sounds like a good idea. Do something nice for someone else and get rewarded for it. Is there a catch?

Maybe. Before you give away your vehicle, be aware of the potential pitfalls of car donation.

Beware of Car Donation Scams

The car donation business attracts scammers. Sometimes the charitable organization itself is fake. Sometimes the people selling the cars are fraudulent. Sometimes, it’s even the towing company that is taking people for a ride.

Even otherwise trustworthy citizens were getting in on the action until a few years ago. Before 2005, anyone donating a car could subtract the “fair market value” of their car on their taxes. Unfortunately, in many cases, the fair market value was hopelessly out of sync with reality. The true market value of the vehicle wasn’t near the “book value” of the car, so some donors were getting an artificially high break on their taxes.

But the laws have since changed. We’ll get to that in a bit.

The car donation business is big―and growing. Donating a car is a great way to help fund charities. Today, most charities are in greater need than ever. Recent tragedies, like Hurricane Katrina, mean that people who usually donate to their local charity are donating to help these folks instead. There are only so many donations to go around.

Most charities contract someone else to run the car donation programs.

Make Sure Your Donated Cars Will Be Well Spent

So how can you protect yourself from car donation scams? And what about these new tax rules?

Begin by asking a lot of questions of the charity you are donating a car to.

  • Find out what percentage of the proceeds from sales of donated cars will go to the organization.
  • Find out whether the charity intends to sell the car donation or will keep it for its own use.
  • Ask who’s doing the actual selling and what percentage they charge.

Don’t be bashful about asking questions. It’s your vehicle, and this could be the biggest donation you’ll make this year.

Other things to remember when donating cars:

  • Make sure you have the right charity. Many of them have similar names, and it’s easy to confuse a local charity with one from far away.
  • If your favorite charity doesn’t advertise that it accepts car donations, ask anyway. Many need cars to use or would be willing to accept your car and then sell it.

If you still have concerns, contact your state attorney general’s office or your local Better Business Bureau office for more information.

You should check to make sure that the charity you are donating cars to is viewed as a tax-exempt organization in the eyes of the Internal Revenue Service (IRS).

You can also ask the organization to show you a copy of its tax-exempt status determination letter.

Some organizations, such as churches, synagogues, and government entities, aren’t listed in the publication. However, a donation to any of these organizations is still considered to be tax deductible.

It’s a good idea to transfer the title of any donated cars to the organization and make a copy of the title transfer for yourself. Take a picture of your vehicle before handing it over.

Claim the Car Donation Deduction

Not surprisingly, the tax rules concerning car donations are a little confusing. It’s best to check with the IRS or download IRS Publication 4303: A Donor’s Guide to Vehicle Donations for complete details.

British Retail Consortium s clever game as it tackles business rates

No tax is popular but few company levies have proved as contentious as business rates with the exception, perhaps, of Air Passenger Duty. However, finding ways to reform the controversial levy on commercial property, which accounts for around 5pc of the country s total tax take, was never going to be a straightforward task.

Retailers clashed last year following calls by some for an online sales tax to level the playing field between internet companies and those that focus on selling their products through bricks and mortar stores. Other alternatives, such as increasing VAT, would be political suicide for any party in the run-up to the general election.

Against that backdrop, John Rogers, chief financial officer of J Sainsbury, took on an unenviable task when he agreed to chair a group of retailers looking at how the outmoded business rates system could be brought into the 21st century.

The four options set out on Tuesday by the group of British Retail Consortium (BRC) members are only embryonic the serious work of economic modelling will take place over the next few months. But the group s approach to the puzzle seems astute.

By framing the four options in the politically palatable light of supporting businesses that focus either on reducing energy consumption, increasing employment or make a large contribution to the corporation tax chest, the BRC group is playing a clever game.

Within all of those options there is a juicy soundbite in the making for politicians who want to point out to their constituents that they want to help local businesses, by scrapping or reforming the unpopular business rates system in favour of a scheme that could lead to more local jobs or reward businesses that pay their fair share of UK corporation tax.

Some of the options present new hurdles manufacturers have already given a frosty response to proposals for an energy-based tax but hats off to the BRC for bringing some fresh and big ideas to the table.

Laudable search for feedback at the Co-op

At first glance, Euan Sutherland s decision to ask the great British public what it wants and expects from the Co-operative Group is somewhat questionable.

For here is an organisation that has spent much of the past 12 months in the headlines for all the wrong reasons. From banking black holes to vulture funds or alleged drug-taking Methodist ministers, the Co-op has had it all.

And yet here it is, asking people who might have nothing to do with its shops or insurance business its questionnaire is open to all what it has done wrong. Given that the only criteria for the survey is to be over 16 and even that is not verified by the YouGov website that runs it the potential for high jinks and tomfoolery is high. In that light, Mr Sutherland s vow to publish the findings warts and all could yet come back to haunt him.

But, in reality, what Mr Sutherland is trying to do is laudable.

For too long, the Co-op has been beholden to a byzantine structure of governance apparently kowtowing to what the members want without actually asking them.

A separate review by Lord Myners will help to blow the proverbial cobwebs from a governance perspective, but arguably the Co-op hasn t known what its members want for some time.

Too few of its 7.8m members actually bother to vote in elections for its area committees, and less than 5pc voted on some resolutions at its last annual meeting.

Mr Sutherland, who admittedly hails from the public company arena, is grappling with how to recast the Co-op for a truly modern age. He can draw up all the strategy reviews he likes, but without knowing how this uniquely customer-owned organisation wants to redistribute its profits or be seen to the wider world, he is on a hiding to nothing.

The Co-op divi of old may well be dead, but that doesn t mean that the UK s largest mutual shouldn t be a force for good in the communities in which it operates.

Tech City faces a wait for its first flotation

The past two days have provided harsh lessons on the challenge Britain faces in its effort to create a bigger, sustainable technology sector.

Plans by King, the London-based creator of the wildly popular smartphone game Candy Crush Saga, to float on the Nasdaq have received a cool reception. As The Telegraph revealed on Monday, the company s initial public offering is now on hold for at least a year, and may never happen.

Similarly, it is now clear that Mind Candy, the creator of the children s online game Moshi Monsters, is a long way short of being a credible flotation candidate. Interest in the game has plunged and the company has been slow to adapt to the increasingly mobile online audience.

Named in the Future Fifty , a Government-backed initiative to help British technology start-ups make it to the public markets, Mind Candy now lacks a growth story to sell.

Yet the main problem with both King and Mind Candy, as far as public markets are concerned, is more fundamental even than that.

Both companies rely on one hit game as the basis of most of their business. These are not technology companies, although they are sometimes presented and misunderstood as such. They have not invented a tool like Google s search engine or even a service like Facebook that the world will use for years and can be built upon as a business.

Instead, King and Mind Candy are media companies with more in common with a film producer, except they have both so far had only one major box office success. No matter how popular Candy Crush Saga and Moshi Monsters are, or were, they cannot alone be the basis of sustainable public companies.

Investors were therefore right to shy away from King until it can prove it can repeat its trick. It seems natural that the structure of the mobile and online gaming industry will come to resemble the TV and film industries, with small, creative companies supplying the steady stream of hits the big studios and their investors demand. King still has the chance to become one of those big studios, of course.

But King and Mind Candy s problems are blows to Tech City, the technology cluster around Shoreditch, east London, where both are based. Most start-ups there fit into their digital media mould more than that of US technology giants. The cluster could be waiting for its first flotation for a while yet.

Alibaba Overtakes Amazon as Most Highly Valued Online Retailer

Alibaba Group Holding Ltd. is knocking Inc. off its perch as the world s largest online retailer by market capitalization, signaling the ascendance of a global rival for investor and consumer dollars.

Alibaba begins trading on the New York Stock Exchange today after pricing its initial public offering yesterday at $68 a share, putting the Hangzhou, China-based company s valuation at $167.6 billion. That exceeds Amazon s market capitalization of $150.2 billion, as of its closing price in New York yesterday of $325.

Alibaba s pricing marks a milestone in the e-commerce market, where the center of gravity has long resided in the U.S. Amazon is the most prominent U.S.-based Web retailer, disrupting bricks-and-mortar rivals including Wal-Mart Stores Inc. and parlaying its success into cloud computing, smartphones and grocery delivery.

As a publicly traded company, Alibaba now presents an alternative for investors who want to benefit from growing global demand for online shopping. The IPO also gives Alibaba new cash that it can use to expand into areas — including possibly the U.S. — where it can vie with Amazon for customers.

This means that there s a new kid on the block that can give Amazon a run for its money, said Kirthi Kalyanam. director of the Retail Management Institute at Santa Clara University.

Ty Rogers, a spokesman for Seattle-based Amazon, didn t return a call for comment. Justin Dini, a spokesman for Alibaba, declined to comment, citing the quiet period ahead of the IPO.

By Revenue

Amazon remains the world s biggest e-commerce company by revenue, with sales totaling $74.5 billion last year. Alibaba s sales are a fraction of that, with 52.5 billion yuan ($8.6 billion) for the fiscal year ended March 31.

Alibaba is projected to increase revenue faster than Amazon. In 2015, Amazon sales are anticipated to rise 20 percent from a year earlier, according to data compiled by Bloomberg. By contrast, Alibaba revenue is estimated to increase 33 percent for its fiscal 2016.

Those growth rates will partly be driven by the different trajectories of Alibaba s and Amazon s respective home markets. China is set to overtake the U.S. in online spending by 2017, according to researcher EMarketer Inc. Web sales in the U.S. totaled $263.3 billion in 2013, compared to China s $132.6 billion, EMarketer said. Developing countries such as China are seeing faster e-commerce growth as their populations go online to make purchases for the first time, the researcher said.

China Potential

China is a bigger country and it also has better e-commerce penetration, said Hany Nada, managing partner with GGV Capital, a venture capital firm in Menlo Park, California, which invested in Alibaba.

Alibaba and Amazon also have vastly different profit trajectories. Alibaba s profit last year totaled 23.1 billion yuan, which was helped by its relatively low cost structure. The company doesn t buy the products it sells, nor does it pay for the warehouses where goods are stored, or the delivery and logistics infrastructure to get a package to a person s doorstep.

Instead, Alibaba s main websites — Taobao Marketplace, Tmall and Juhuasuan — serve as an intermediary to connect buyers and sellers. Alibaba collects fees on some sales or sells advertising for merchants who want to get featured higher when a customer searches for products.

Amazon Spending

Amazon, by contrast, produced just $274 million in profit last year. The company has a vast network of fulfillment centers where it keeps inventory of products that it ships. Chief Executive Officer Jeff Bezos is also spending on new initiatives, including tablet computers.

Alibaba has positioned itself to hold onto the Chinese market and grow, said Michael Tudor, president of Ripen eCommerce, an online retail consulting firm in Princeton, New Jersey. It has also shown an ability to turn a profit, which is something Amazon has had a difficult time doing.

Investors have criticized Amazon for the lack of profit, pushing the company s stock down more than 18 percent this year through yesterday — another reason that Alibaba now holds the crown as the world s most highly valued e-commerce company.

Retail buyers work for retail stores, including department and variety stores, specialty shops, and chain stores. They buy the goods that a store sells to its customers. Buyers who work for large department stores usually specialize in one type of merchandise such as home furnishings. Those who work for small stores may buy a variety of merchandise, and those who work for chain stores often purchase goods for a number of the store’s outlets.

Buyers must be able to choose items that are appropriate for their store and its clientele. For example, a budget department store will need low-cost goods, whereas a clothing boutique may specialize in relatively expensive clothes for young customers. Buyers usually purchase merchandise about six months before it is shown in the stores. Therefore, they must be able to anticipate trends in fashion and consumer needs.

Retail buyers familiarize themselves with available merchandise through catalogs and by traveling to trade shows that display new consumer goods. Fashion buyers attend seasonal fashion shows held by clothing manufacturers that feature the latest designer styles. In order to choose items that will sell, buyers must know their customers. They do this by examining computerized sales records and by spending time on the selling floors.

other business equipment have greatly improved buyers’ efficiency by providing instant access to merchandise specifications and inventory records and speeding up the selection and ordering process.

Retail buyers work under merchandise managers. Together they decide how much money is spent on merchandise. The manager determines how much extra the store will charge for an item beyond what the buyer has paid. It is this extra cost that produces the company’s profits.

Assistant buyers help buyers with the routine aspects of retailing. They may supervise sales personnel, keep records, verify orders and shipments, and deal with customers who want to return or exchange merchandise.

Education and Training Requirements

Employers generally prefer applicants who have a bachelor’s degree from a college or university. Knowledge of the merchandise is essential and some previous experience in retailing is helpful. Companies seek candidates who have good judgment and analytical ability. They also look for creative workers who are willing to take calculated risks.

Some schools offer courses in retailing or buying. Many beginners enter executive training programs directly after graduation. The competition for a spot in these programs is often intense. Some programs place new workers in sales or clerical positions, whereas others offer formal classes. Trainees generally become assistant buyers within a year of being hired. From there they may advance to jobs as buyers. Throughout their careers retail buyers read trade journals and other material to keep abreast of news in the changing marketplace.

Getting the Job

Individuals interested in becoming buyers can apply directly to retail stores. School placement offices may help their students get an interview with prospective employers who visit college campuses. In addition, both public and private employment agencies list jobs in retail sales. Entry-level positions are often included on Internet career sites and in classified ads in newspapers.

Advancement Possibilities and Employment Outlook

Advancement depends mainly on performance. Assistant buyers generally move on to jobs as retail buyers after several years, and from there they may advance to the position of merchandise manager. Managers may go on to become company vice presidents or open their own firms. Advancement to the higher levels of management usually requires a graduate degree in business.

According to the U.S. Bureau of Labor Statistics, retail buyers held 156,000 jobs in 2004. Employment of retail buyers was expected to grow more slowly than the average for all occupations between 2004 and 2014. The Internet and computers allow retail buyers to gain access to vast amounts of information on products and close deals with the touch of a button. With these innovations retail buyers can do their work much faster, eliminating some of the need for additional agents as business expands. Continued mergers of big retail outfits will likely lead to the consolidation and subsequent downsizing of buying departments. Some new openings will result as consumer spending increases and corresponding expansion occurs in retail trade. Jobs will also become available as experienced buyers retire or leave their jobs for other reasons.

Working Conditions

Buyers generally work more than forty hours a week. Most buyers work some evenings, especially during busy seasons. Merchandise managers tend to work more regular hours. Buyers spend about one-third of their working time on buying trips to major cities in the United States, Europe, and East and Southeast Asia. Assistant buyers sometimes accompany them. The work, despite its demanding nature, can be stimulating and glamorous.

Earnings and Benefits

Salaries vary widely, depending on experience and the quantity and type of merchandise purchased. According to the Bureau of Labor Statistics, the median annual income for buyers was $42,230 in 2004. The top-paid 10 percent made more than $79,340 a year. Merchandise managers generally earned higher salaries.
